Amanda Owens joined The Locke Institute in July 1995. Ms. Owens obtained an LL.B degree at the University of Newcastle upon Tyne, United Kingdom (1984-1987), and received her J.D. degree at George Mason School of Law, Arlington, VA (1989-1992). Amanda was licensed to practice law in the state of Virginia in October 1992. Ms. Owens worked as an attorney at law in several law-firms in the Washington, DC Metropolitan area before joining the Institute.

The Director of Legal Studies is responsible for the monograph series: The Blackstone Commentaries. The Commentaries explore problems confronting the United States legal system. In the first monograph, Dr. Gordon Tullock, an eminent law and economics scholar, discusses The Case Against the Common Law.

Additionally, the Director is responsible for The Locke Institute's newsletter, The Locke Luminary, launched in 1998. The newsletter offers informed comment on important issues of public policy and book reviews for publications relevant to the Institute's mission.

Amanda is a dedicated supporter of individual liberty, limited government and the rule of law.
