The second volume of The Locke Luminary provides extremely interesting articles for its readers. Prof. Gordon Tullock presents Rent Seeking Fundamentals, an article that explains the conception and development of the theory of rent-seeking. Tullock published his original insight into rent-seeking in 1967, but his article did not have an immediate impact. Thirty years later, his analysis has become the foundation for an internationally acclaimed sector of economics, Public Choice. Written in Tullock's characteristic witty style, this article is of interest to anyone with a basic understanding of economic theory.

The next article involves a change in focus. Instead of reflecting on past events, Dr. Charles K. Rowley tries to project the future in his article, Property, Contract and Tort: Some Simple Rules for Cyberspace. Applying traditional common law principles, Dr. Rowley describes the legal framework that will encourage active business over the global Internet, while at the same time ensuring minimal government intervention.

Last, Amanda J. Owens presents a book review of, God & Man in the Law, The Foundations of Anglo-American Constitutionalism, by Robert Lowry Clinton. Drawing on legal history, political theory and philosophy, Clinton advocates a return to traditional jurisprudence and a God-centered Constitution based on English common law.
