"Economists have long claimed that markets fail to supply 'public services' because some freeloaders won't voluntarily help pay costs. But Foldvary cites case after case to show that if a 'public service' is really needed, private individuals figure out a way to supply it. The most spectacular example of private individuals who do everything is Walt Disney World, which is about the size of San Francisco. Disney provides security, electric power, telephone service, fire protection, garbage removal, environmental conservation, and much more without government subsidy."
